Dr. Samuel Crowell

Dr. Samuel (Sam) Crowell is the Senior Director for International Policy and Programs at the American Seed Trade Association (ASTA), where he leads ASTA’s response to international policy developments that impact the seed industry and manages ASTA’s international outreach programs.  Prior to joining ASTA, Sam was a civil servant within the U.S. government, where he worked in agricultural negotiations spanning trade and international organizations.  He has served as an agricultural trade negotiator in the Office of the U.S. Trade Representative (USTR), the Section Chief for Biotechnology and Trade within the U.S. Department of State’s Office of Agricultural Policy, and as a Policy Fellow within the Office of the Chief Scientist at the U.S. Department of Agriculture (USDA).  Sam is a plant breeder by training with a Ph.D. from Cornell University and spent part of his graduate work at the International Rice Research Institute (IRRI) in the Philippines.
